CONCLUSION
Upon review and consideration of all the evidence of record, and
especially in light of the contents of enclosure (2), the Board finds

the existence of an injustice warranting the following partial
corrective action.

RECOMMENDATION :
That Petitioner's naval record be corrected, where appropriate, to
show that:
a. Petitioner was administered the Navy Wide Advancement Exam
(NWAE) cycle 220 in September 2013. Petitioner's Final Multiplier
Score (FMS) was 146.68 with the minimum required score to advance
being 178.66
b. Petitioner was administered the NWAE cycle 223 in March 2013.
Petitioner’s FMS was 146.68 with the minimum required score to advance
being 172.40
c. Note: Petitioner did not meet the minimum required FMS for
either cycle 220 or 223 to be advanced. However, Passed Not Advanced
(PNA) points will be updated.
d. A copy of this Report of Proceedings will be filed in
Petitioner's naval record.
